It is not as a result of regulation or consumer protection, but a protectionist attitude to support an outdated technological and processing system in America. A flaw in the current system is the absence of Smart Card technology. The technology is non-existent domestically but fully implemented overseas as a part of the evolution of card technology as an effort to be as advanced as the advanced teams of hackers in the global community. Forecasters said rain spreading south late on Monday and into Tuesday "would turn increasingly to snow". The Met Office issued amber warnings for Central Scotland, Tayside and Fife, Strathclyde, Grampian, the Highlands and the Western Isles. It said 15cm (6in) of snow could fall in some places - particularly over the Grampians, where drifting was likely.
